REPORT ON BLOCK-LEVEL WORKSHOPS ON VALUE EDUCATION FOR PRIMARY-SCHOOL TEACHERS (4-22 OCTOBER 2024)

Background 

Under the leadership of the Hon’ble Chief Minister of Goa, Shri Pramod Sawant, the Government of Goa has given high priority to the implementation of value education in schools across the state. 

The educational materials for the ongoing value-education initiative, Mulyavardhan, have been redesigned by the Shantilal Muttha Foundation (SMF) to align with the National Curriculum Framework (NCF) 2023. These materials were reviewed and approved by expert groups constituted by SCERT, Goa in May 2024. 

To enable teachers to effectively use the new Mulyavardhan materials, teacher training was planned in two stages: (i) centralized training of government master resource persons (MRPs) by SMF staff, and (ii) block-level training of teachers by MRPs. 

Accordingly, the training of MRPs was conducted in two phases: (i) training of 66 MRPs for primary schools from 11th to 14th June 2024, and (ii) training of 48 MRPs for middle schools from 18th to 21st June 2024. 

Since the new Mulyavardhan books were received from the printer only in the last week of September 2024, the block-level teacher training workshop could be scheduled only for October 2024. 

As there was a long gap between the MRP training and the block-level training, a one-day re-orientation session was organized by SCERT for all MRPs by SMF staff in 4 batches at suitable locations in North and South Goa on 24-25 September. The batches were formed as follows: (i) North Goa primary school MRPs (ii) North Goa middle school MRPs (iii) South Goa primary school MRPs, and (iv) South Goa middle school MRPs. 

Meanwhile, SCERT and GEDC arranged a meeting with all the ADEIs and BRCCs for planning the block-level training. In this meeting, it was decided that primary-school teachers’ training would be conducted first. 

Accordingly, the block-level training of primary school teachers was conducted from 4-22 October 2024. 

Block-level training: highlights  

As per SCERT’s decision, one teacher from each primary-school (govt and aided) in all blocks was asked to attend the 2-day training workshop on value education. The training was organized by the respective ADEIs/BRCCs and conducted by trained MRPs. Training batches were formed according to the number of participants per block and the medium of instruction. SMF’s field and HO staff facilitated the entire process, at both block and state levels.  

A total of 939 teachers (665 from govt. primary schools and 247 from aided primary schools) attended the training in 12 blocks. The training was conducted by 72 MRPs (CRPs/BRPs), with support from SMF trainers. Block-wise and batch-wise training data is listed in the Appendix. 

Session-wise topics covered in the 2-day training are shown in the table below. All sessions were conducted in a participatory, activity-based mode. Apart from gaining knowledge of key concepts, participants gained hands-on experience in the use of pedagogical practices like cooperative learning strategies, conduct of whole-class discussions, and child-friendly classroom management.

Overall attendance was over 95% and the level of participation was high. All the MRPs also conducted the sessions with keen interest and enthusiasm. 

Key Learnings and Observations 

  • Almost all teachers and MRPs are keenly interested in value education. 
  • Many teachers recognized that the practices learned during the workshops can be applied to the teaching and learning of other subjects. 
  • Teachers require additional capacity building to effectively organize teaching and learning through activities. 

Key Suggestions  

  • Training should be planned for schools with more than one teacher, ensuring that all teachers who will be conducting value education classes are trained. 
  • For the benefit of all concerned, such training programs should be held before the start of the academic year.  
  • The print order for books should include copies for teachers (as per the medium of instruction), and teachers should receive these books well before the training.
