Educational Transformation

Mulyavardhan was introduced in Goa in 2016 under the leadership of the state’s late Chief Minister, Hon’ble Manohar Parrikar. The programme was successfully implemented in the primary grades of government and aided schools across the state.

In 2024, under the leadership of the current Chief Minister, Hon’ble Dr Pramod Sawant, the Government of Goa took the major step of expanding the programme to middle school grades, extending its reach up to Grade 8.

The Journey So Far

2002-2009

Laying the Foundation

An in-depth engagement with the school education system helped SMF understand how values were being taught, experienced, and internalised by children. This period laid the philosophical and pedagogical foundation for what later evolved into Mulyavardhan.

2009–2015

Mulyavardhan 1.0

The pilot phase of Mulyavardhan was implemented in two tehsils of Maharashtra across government primary schools. The programme was evaluated by experts from the University of Cambridge and NCERT, and pilot schools were visited by representatives from the Government of Goa, Vidya Bharati, and the Archdiocesan Board of Education (ABE), Goa.

2015–2020

Mulyavardhan 2.0

Mulyavardhan 2.0 was redesigned in alignment with constitutional values, the National Curriculum Framework (NCF) 2005, and the globally recognised CASEL framework for social and emotional learning. The programme was adopted by the Government of Goa and implemented in nearly 900 government and aided schools across four languages, reaching around 45,000 students.

2022

Mulyavardhan 3.0

The current version of Mulyavardhan was aligned with the National Education Policy (NEP) 2020 and the National Curriculum Framework (NCF) 2023. The programme was further refined to align with social, emotional, and ethical development (SEED) competencies and curricular goals related to language, social sciences, and physical and mental well-being.

2024

Policy Expansion

The Government of Goa took a major policy decision to implement Mulyavardhan as a value education programme across all government and government-aided schools from Grades 1 to 8, significantly expanding the programme’s reach and institutional integration.

2025

Strengthening Implementation

New activity books for Grades 1 to 8 in Marathi and Konkani, along with supplementary videos, were reviewed and approved by an expert committee constituted by SCERT Goa. In collaboration with SCERT Goa, SMF trained 939 teachers, impacting more than 71,900 students across the state.

In July 2025, Hon’ble Chief Minister Dr Pramod Sawant virtually interacted with more than 30,000 students, teachers, and parents to review the statewide implementation of Mulyavardhan 3.0. During the interaction, Shri Shantilal Muttha shared a message recognising Goa’s commitment to value-based education and the vision of ‘Viksit Bharat – Viksit Goa’.
